A South Dakota cannabis company says a Black Hills government is bogarting its medical marijuana dispensary licenses.

Now Puffy’s LLC is taking the city of Rapid City to court, alleging in a lawsuit Monday that not only are city officials arbitrarily blocking its ability to open a new dispensary, but owners Ron and Kittrick Jeffries also assert that their confidential proprietary business files were illegally provided to a competitor.
